Understanding A17.3 – The Safety Code for Existing Elevators
Presented by Bob Nicholson

ASME A17.3-2011 is intended to serve as the basis for state and local jurisdictional authorities in adopting retroactive requirements for existing elevators and escalators to enhance the safety of the general public. It is also intended as a standard reference of safety requirements for the guidance of architects, engineers, insurance companies, manufacturers, and contractors, and as a standard of safety practices for building owners and managers of structures where existing elevator equipment covered in the scope of the Code is used. Increase your understanding of this Code and the impact it may have on your facility.

ASHRAE Standards Update
Presented by Richard D. Moeller

Two codes, the proposed ASHRAE Standard 189.3 "Design, Construction and Operation of Sustainable High Performance Health Care Facilities" and ASHRAE Standard 170 "Ventilation for Healthcare Facilities" have a pronounced effect on you and the healthcare environment.
What are they, what's coming, how might they affect you as a designer or owner and why do you care - and what can you do about it? How do these standards and their requirements differ from the FGI Guidelines and other codes and standards? This session will bring new insight regarding the latest ASHRAE codes and standards.

ASHE/IFMA Benchmarking Hospital Maintenance Departments
Presented by Ed Tinsley

This session will cover the following topics:
• Conventional benchmarking practices based upon patient-days and admissions.
• Shortcomings of conventional benchmarking practices.
• ASHE's new benchmarking tool with particular focus on the input sheets.
• IFMA survey data.
• New benchmarking tool based on the IFMA survey data.
• Comparison of the ASHE and IFMA tool.
• Using benchmarking information to improve productivity and department performance.

Developing and Implementing Long Range Infrastructure for Hospitals
Presented by Ed Tinsley

This session will cover the following topics:
• Typical hospital cost structure from a Facility Management perspective.
• Current hospital business environment.
• Future hospital business environment post healthcare reform.
• Future reductions in Facility Management operating budgets.
• Incorporating the results from strategic energy plans, energy audits, retro-commissioning, facility condition assessments, PFI's, and other evaluations into a coordinate long range plan for capital renewal, deferred maintenance, regulatory compliance, and energy conservation.
• Developing a self-funded program (reinvesting energy savings from prior projects into new projects).
• Measuring and verifying energy costs savings with daily, monthly, and annual reports.
• Implementing projects using hospital staff.

Life Safety Systems Best Practices for TJC and AHJs
Presented by Ken McQuillen

A survey of hospital facility managers showed that quality care, compliance, and infection prevention were top concerns of hospitals. Many hospitals struggle in their efforts to achieve these goals given limited resources, staff shortages, and expansive workloads. Ken McQuillen, Siemens Industry Inc., will address Fire and Life Safety and Infection Prevention requirements from the perspective of Joint Commission compliance to help hospitals address these important hospital goals.

DAS 101 in Healthcare
Presented by Mike Severns

Today's hospitals require fully-integrated systems that combine traditional wired infrastructure with advanced wireless technologies through Distributed Antenna Systems (DAS). This discussion will address best practices to determine what wireless applications should be support by a DAS in a healthcare facility.

EOC Bootcamp
Facilitated by Russ Harbaugh

How can you best address EOC issues identified by the Joint Commission Staff last year? Learn from a man that has been in the trenches when it comes to the survey process, keeping up with Joint Commission EC standards, and Life Safety Code application to healthcare. This session will give you an opportunity to ask candid questions and engage in discussion of best practices. Russ has applied LEAN principals to maintaining compliance with the EOC and has developed an EOC Boot Camp to help educate employees and create Champions throughout the Hospitals. Learn how this process has reduced out of compliance issues and even reduced slips, trips and falls by 61%.

Speaker Bios

Bob Nicholson

Bob is a 25-year veteran of the architectural services industry, NAESA-certified elevator inspector and award-winning specialist in elevator modernization and founder of Architectural Elevator Consulting LLC. He serves as principal and lead consultant of this firm which provides counsel, efficiency programs and design solutions for elevator and vertical transportation projects. Architectural Elevator Consulting (AEC) offers targeted project management services for architects, engineers, and building owners. AEC is proficient in the design, management and maintenance of elevators and other vertical transportation systems in the United States and throughout the world.

Richard D. Moeller

Richard D. Moeller, P.E., FASHE, HFDP, CHC, LEED AP, is a principal and President of CDi Engineers with 37 years experience in the design and management of various projects with a particular emphasis on the field of health care facilities. His expertise includes the design of HVAC systems for specialized patient care areas and equipment, medical gas systems, DWV plumbing systems, steam, hot and chilled water systems; central heating and cooling plants; campus distribution systems; building automation systems; master planning, energy studies; facility investigations, surveys, and assessments, system testing and balancing and project commissioning.

Ed Tinsley

Ed Tinsley is an Executive Managing Principal and Chairman of the Board for TME, Inc., headquartered in Little Rock, Arkansas. Mr. Tinsley is a Registered Professional Engineer in fourteen (14) states, a Registered Technical Analyst, a LEED® Accredited Professional, a Certified Energy Manager (CEM), a Certified ASHRAE Healthcare Facility Design Professional (HFDP), a Certified Healthcare Facility Manager (CHFM) and a Member of the American Society for Healthcare Engineering (ASHE) Faculty.

Mr. Tinsley has more than 25 years of experience in facilities engineering both as a consultant and as a representative of the building owner for hospital, university, commercial and industrial clients. During his career, Mr. Tinsley has specialized in the field of energy conservation. He has won several awards including the Engineering Excellence Award in the category of Building and Technology Systems from the American Council of Engineering Companies (ACEC) and the Crystal Eagle Award by the American Society of Healthcare Engineers (ASHE).

Mike Severns

Mike understands the needs of healthcare owners and professionals-from CEOs and facilities managers to healthcare providers-as well as how hospitals set priorities for building and technology improvements. His 35 years of experience includes 16 years as the director of facilities/construction, 10 years directing clinical engineering departments and 8 years as a Chief Technology Officer in healthcare and consulting for major hospitals in throughout the United States and Middle East.

Ken McQuillen

Ken is the National Healthcare Marketing Manager for the Building Technologies Division of Siemens Industry, Inc. Ken has developed innovative programs that help hospitals meet various standards requirements of the Joint Commission. Ken has also developed end user focused graphical solutions that bring the power of building automation systems to clinicians throughout the hospital. Prior to joining Siemens he worked for Baxter Healthcare and for Rauland Borg. He graduated from Syracuse University and holds an MBA from the University of Massachusetts.

Russ Harbaugh

Russ serves as the ASHE Region 10 representative and is Past President of ISHE. He is employed as the Life Safety Officer for St. Luke's Boise and Meridian as well as serving as a consultant role for the St. Luke's hospitals located in Magic Valley, McCall and Wood River. Russ played an integral role in the successful unannounced Joint Commission Survey in 2008. His expertise helped St. Luke's pass their first CMS survey in 27 years, in Life Safety and Environment of Care with no deficiencies. He is currently chair the Interim Life Safety Committee, Utility, Life Safety, and Clinical Equipment Subcommittee, and the EOC Committee chairman.

April 28th, Hells Canyon Tour

On Saturday, April 28th, you are invited on a full chartered Hells Canyon tour by jet boat through Beamer's Hells Canyon Adventures. Meet at 7:30 a.m. the Beamer boat docks at 700 Port Drive, Clarkston, WA. Parking is in the gravel parking lot behind the Quality Inn. Please be prompt! The trip ends at approximately 6:00 p.m.

During our tour we will pass through several sets of rapids as the Full Day jet boat tour encompasses just under a 200 mile round trip tour into the deepest river gorge in North America. We will see three mountain ranges, three states and three rivers. Intermittent stops at historical points of interest along the way allow you to discover numerous geological facts, wildlife and plant life from the safety and comfort of a US Coast Guard Certified tour boats. Lunch, snacks, and beverages are provided.
